    New Education Law Implemented in Delhi: What It Means for Parents and Schools? Know 7 Key Highlights

    New Education Law Implemented in Delhi: What It Means for Parents and Schools? Know 7 Key Highlights

    The Delhi School Education (Transparency in Fee Determination and Regulation) Act, 2025 has received approval from Lieutenant Governor VK Saxena and has now been officially notified. The law has come into effect in Delhi from today.

    The bill was passed in the Delhi Assembly on 8th August 2025. It aims to establish a strong, transparent, and participatory fee regulation system in private schools. Under this law, school-level fee regulation committees will be mandatory, including parents, teachers, management representatives, women, and members from disadvantaged groups.

    From now on, schools will need prior approval before increasing any kind of fee. The law also sets up a multi-level grievance redressal mechanism and prohibits any punitive action against students in cases of disputed fees. Moreover, once the fee is approved, it will remain unchanged for three academic years, reducing the financial burden on parents.

    Key Highlights of the Education Law

    1. No Arbitrary Fee Hikes – Schools cannot charge more than the approved fee.
    2. Mandatory Fee Committees in Every School – The committee will include management, teachers, parents, women, and representatives from disadvantaged groups to ensure participation in decision-making.
    3. District-Level Grievance Redressal Committee – Any fee-related complaint will be handled by a committee led by senior education officials.
    4. High-Level Review Committee – Appeals against district-level decisions will be examined to ensure fairness and transparency.
    5. Public Disclosure of Fees – Approved fee structures must be displayed openly on school notice boards, websites, and in Hindi, English, and the school’s medium of instruction.
    6. Fee Stability for Three Years – Once approved, the fee cannot be increased for three academic sessions.
    7. Strict Penalties for Violations – Heavy fines will be imposed on schools that charge unauthorised or excessive fees.
