In Delhi, you can no longer start any building construction without first registering on the Dust Portal of the Delhi Pollution Control Committee (DPCC). This step has been taken to control air pollution, especially the dust generated during construction activities.
What Has Changed?
Now, all construction and demolition (C&D) projects measuring 500 square metres or more must register on the DPCC’s Dust Pollution Control Self-Assessment Portal: https://dustcontrol.dpcc.delhi.gov.in.
Without this registration:
- Authorities like MCD, NDMC, or DCB will not approve the building plans.
- The DPCC has directed municipal bodies to:
- Include this registration as part of the building plan approval process.
- Integrate MCD’s approval system with the DPCC portal through an API.
- Add 14-point dust control guidelines to every building approval.
- Make it mandatory to display the DPCC registration ID at every construction site.
As per DPCC norms, every site must also install:
- PM2.5 and PM10 sensors
- 360-degree cameras
- Submit fortnightly self-declarations regarding dust control measures
DPCC Chairman Sanjeev Kumar has asked the MCD to submit an action report soon on the implementation of this rule.

AI Cameras for Real-Time Monitoring
Environment Minister Manjinder Singh Sirsa stated that AI-powered cameras have been installed at major construction sites in Delhi for real-time monitoring of air quality (AQI), aiming to further reduce pollution caused by dust.
