Govt Plans Lifetime & Annual Toll Passes for Highways – All You Need to Know

In a bid to simplify toll collection and provide relief to private vehicle owners, the Indian government is considering the introduction of annual and lifetime toll passes for unrestricted access to national highways. Sources suggest that the Ministry of Road Transport and Highways is likely to roll out an annual toll pass for ₹3,000 and a lifetime pass for ₹30,000, valid for 15 years.

These passes will be seamlessly integrated into the existing FASTag system, eliminating the need for additional documentation or devices. Currently, private vehicle users can opt for a ₹340 monthly pass, which adds up to ₹4,080 annually, but it applies to only one toll plaza. The proposed annual pass, however, offers a more affordable option, granting unlimited travel across the national highway network.

Union Road Transport Minister Nitin Gadkari recently highlighted the government’s commitment to addressing issues related to toll plazas within municipal boundaries and those spaced less than 60 km apart.

During the 2023-24 fiscal year, private vehicles contributed approximately ₹8,000 crore to the total ₹55,000 crore toll revenue. Despite making up 53% of toll transactions, they accounted for just 21% of overall toll earnings. Moreover, private cars dominate toll lanes between 6 a.m. and 10 p.m., representing nearly 60% of traffic during these peak hours.

While the National Highways Authority of India (NHAI) may experience a short-term dip in revenue, officials believe that these new toll passes will not lead to financial losses in the long run. Instead, they are expected to improve travel convenience, reduce congestion at toll booths, and enhance overall efficiency in the country’s highway infrastructure.
